Lindsay Lohan, who faces charges in New York and Santa Monica, is a "victim" and was not on drugs at the time of her latest arrest, her attorney said. Lohan was charged Thursday with three misdemeanors for allegedly lying to Santa Monica police in connection with a June traffic accident on Pacific Coast Highway.The charges came hours after the "Mean Girls" and "The Parent Trap" actress was
